COUNCIL MINUTES December 15, 2008 <br />APPROVED <br />06 2E. Approving Resolution No. 08-151, Amending the 2008 General Fund Budget — <br />87 Finance Director Rolek reported that staff is presenting Resolution No. 08-151 that amends- the <br />88 2008 general operating budget to reflect revenues and expenditures that were not included in the <br />89 budget as originally adopted. The net result of the amendment is a zero impact. <br />90 <br />91 Council Member Stoltz moved to approve Resolution No. 08-151 as presented. Council Member <br />92 O'Donnell seconded the motion. Motion carried unanimously on a voice vote. <br />93 <br />94 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />95 3A. LELS Contract for Sergeants — Administration Director Tesch reported that an <br />96 agreement has been reached with the Police sergeants unit. Staff is recommending approval of a <br />97 three-year labor contract that includes a three -percent annual increase as well as a market <br />98 adjustment for 2008 and 2009. <br />99 <br />100 Council Member Reinert moved to approve the LELS Contract for Sergeants as presented. <br />101 Council Member Stoltz seconded the motion. Motion carried unanimously on a voice vote. <br />102 <br />103 3B. Nonunion 2009 Wages — Administration Director Tesch reported that the council <br />104 annually considers the salary level for the city's non-union employees. In 2008 the city <br />105 conducted an audit of some human resources functions and one result was an indication that the <br />006 city is maintaining an appropriate internal equity level as well as remaining in line with <br />7 comparable communities. To maintain those levels and also in line with adjustments already <br />108 approved for city unionized employees, staff is recommending a three percent adjustment in <br />109 2009 for non-union employees. <br />110 <br />111 Council Member Gallup moved to approve the Nonunion 2009 Wages as presented. Council <br />112 Member O'Donnell seconded the motion. Motion carried unanimously on a voice vote. <br />113 <br />114 3C. LELS (Officers) Contract — Administration Director Tesch reported that staff has come <br />115 to a tentative agreement with the city's police officer bargaining group. The agreement calls for <br />116 a three -percent annual increase over the two years of the contract, as well as an increase in the <br />117 uniform allowance. <br />118 <br />119 Council Member Stoltz moved to approve the LELS (Officers) contract as presented. Council <br />120 Member O'Donnell seconded the motion. Motion carried unanimously on a voice vote. <br />121 <br />122 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />123 There was no report from the Public Safety Department <br />124 <br />125 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />126 There was no report from the Public Services Department. <br />127 <br />-3- <br />
