AGENDA ITEM 7-E <br />STAFF ORIGINATOR: Cindy Sherman (NAC) <br />COUNCIL MEETING DATE: June 11, 2001 <br />TOPIC: Resolution 01-79 Preliminary Plat — Spirit Hills <br />REQUESTED ACTION: 3/5 Vote to approve the Preliminary Plat <br />BACKGROUND <br />Mr. Rocky Goertz has submitted an application for a preliminary plat for a single-family <br />development to be known as Spirit Hills. The site is located on the northeast corner of Highway <br />49 and Birch Street, between Rice Lake and Shenandoah Addition. The Planning and Zoning <br />Board reviewed an application that included single-family lots and townhouses at their April <br />meeting and tabled action based on the mixed use and other issues related to the design. The <br />applicant revised the preliminary plat to include all single-family homes for review by the <br />Planning and Zoning Board. The plat was modified again to address conditions regarding the <br />plat. This review is based on plans dated received May 24, 2001. <br />ANALYSIS <br />Project Data: Site Total 35.69 acres <br />Number of Single <br />Family Lots 51 lots <br />Wetlands 8.84 acres <br />Outlot A 4.12 acres <br />Park 0.26 acres <br />Land Use and Zoning: The current Land Use Plan designates the property as single family <br />residential. The City Council discussed the preliminary plat that included townhomes and <br />indicated that single-family homes would be more appropriate in this location. Outlot A is <br />intended to be neighborhood commercial at some time in the future. Rezoning of the outlot will <br />be considered at the time an appropriate site plan for commercial use is submitted. <br />
