• <br />• <br />• <br />Transportation: There are two accesses proposed, both onto County roads. The location and <br />design of the intersections are under County jurisdiction. No written comments have been <br />received to date. County permits will be required. <br />Parks and Trails: This site is adjacent to the County Park. The Park Board recommended all <br />cash dedication for the development. The Planning and Zoning Board recommended that a small <br />tot — lot site be provided to serve the new plat and development to the east and that upland area <br />be dedicated for a trail. An area 0.26 acre in size has been set aside for park use. If the Council <br />determines that the dedication should be consistent with the Park Board recommendation then <br />staff recommends that the land area identified as park be absorbed into the adjacent lots. The <br />park area alone does not meet the dimensional standards for an R-1 lot. <br />There was historically a trail proposed by the County in the vicinity of this plan. However, that <br />trail has been eliminated from the County's plan and therefore, it was determined that no <br />connection is necessary through this area. <br />Wetlands: There are 8.84 acres of wetlands on the property. Some wetland fill is proposed to <br />accommodate road crossings. The wetland delineation and related plans are subject to the <br />review and permitting of Rice Creek Watershed District (RCWD), which oversees the Wetland <br />Conservation Act (WCA). They have reviewed the application and have issued a permit for the <br />development. <br />Recommendation: <br />The Planning and Zoning Board reviewed the application and they recommend approval subject <br />to the following conditions: <br />1. Lot 22, Block 1 shall be eliminated or revised to meet the 135' lot depth as measured in <br />the center of the lot. (Lot was revised) <br />2. An 80'x 80" area shall be provided for the lift station necessary to serve this site. (not <br />done) <br />3. All comments as listed in the May 1, 2001 memorandum from TKDA shall be addressed <br />to the satisfaction of the City Engineer prior to proceeding to final plat. <br />4. Park dedication in the area of Lot 30, value to be determined, and dedication of an upland <br />trail corridor around the lake that borders this property subject to approval by the City <br />Staff. (Lot 30 converted, no trail corridor) <br />5. Appropriate permits shall be acquired from Anoka County for access to the adjacent <br />roadways. <br />6. The developer shall address all provisions/conditions outlined by Rice Creek Watershed. <br />The Park Board reviewed the application and they recommend that the park dedication be cash <br />fees in lieu of land. <br />The Environmental Board reviewed this request and they recommend approval subject to several <br />comments and conditions as outlined in the attached tracking sheet. <br />Spirit Hills <br />Page 3 of 4 <br />
