STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 6B <br />Diane Hankee <br />February 23, 2015 <br />Consider Resolution No. 15-15, Authorizing <br />Preparation of Plans and Specifications, 2015 Mill <br />and Overlay Project <br />Simple Majority <br />Staff is requesting council authorization to prepare plans and specifications for the 2015 Mill and <br />Overlay Project. <br />BACKGROUND <br />In accordance with the City's Pavement Management Plan, streets are identified for annual <br />maintenance. The City uses Cartegraph software to annually analyze the conditions of the City's <br />streets and recommend segments that meet the maintenance requirements. Streets were selected for <br />maintenance based on pavement management criteria, input from Public Works, and feasibility of <br />locations. The proposed project location is the West Oaks, Otter Bay and Otter Lake Hills <br />neighborhoods. This includes Bald Eagle Lake Boulevard and County Road J. <br />The 2015 project includes mill and overlay, micro surfacing, and full depth reclamation <br />improvements. Pavement cores will be obtained and the data will be used to determine the most <br />cost effective maintenance technique. The project scope may need to be reduced to fit into this <br />year's budget. This will be determined through design. <br />The adopted maintenance budget for 2015 is $514,500. Due to project savings on previous <br />pavement management programs the 2015 project is encompassing a larger area than we typically <br />are able to complete. We are anticipating a project cost $850,000. <br />WSB and Associates, the City Engineer, have submitted a proposal to complete the plans and <br />specifications, and provide bid documents, for the not to exceed cost of $28,900 based actual time <br />spent on the project. <br />The estimated schedule for this project is as follows: <br />City Council Authorizes Plans and Specifications February 23, 2015 <br />City Council Approves Plans and Specifications March 23, 2015 <br />
