Mr. Michael Grochala <br />February 19, 2015 <br />Page 2 <br />IL Final Quantities <br />An Engineer's Opinion of Probable Cost will be completed on the final <br />construction plans and maps. <br />III. Pavement Coring <br />WSB will complete pavement cores for all of the streets proposed for mill and <br />overlay in 2015. The pavement cores will be used to identify the existing <br />pavement thickness and take samples of the underlying soils. A final report will <br />then be prepared with recommendations on whether mill and overlay or full depth <br />pavement reclamation is warranted. <br />IV. Prepare Permits, Specifications and Bidding Documents <br />WSB will assist the City in obtaining approvals from governmental authorities <br />having jurisdiction over the project if it is determined that they are needed. WSB <br />will assist the City in preparing permit application(s) and/or approval requests and <br />will assist the City with submitting the applications/approval requests to the <br />appropriate regulatory agencies. Permit applications and/or agency review <br />submittals are anticipated for: (1) RCWD, and (2) Anoka County. <br />WSB will develop the final project plans/maps and specifications based on the <br />agency review comments. This task will include an internal QA/QC review of the <br />final plans, quantities, and specifications. <br />Upon completion of permitting, and agency review and approval, a final set of <br />construction documents will be prepared for bidding. <br />WSB will print, assemble, and submit the final contract documents to the City and <br />request authorization to advertise the project for bidding. WSB will receive and <br />respond to bidder inquiries concerning the plans, specifications, and intent of the <br />project. Logs of all inquiries will be kept and maintained to document inquiries. <br />WSB will attend the project bid opening with the City. <br />WSB will review the low bidder's bid proposal, contractor's and subcontractor's <br />personnel proposed for the project and relative experience, quality and availability <br />of equipment, performance on similar projects, references, nature and extent of <br />other similar contracts, whether or not the contractor or subcontractors have ever <br />been denied contract award, and any other information that would affect the <br />ability of the contractor to perform the work. <br />V. Construction Services <br />WSB & Associates, Inc. will provide a separate proposal to the City for <br />construction services once the final plans are completed and limits are known. <br />The engineering fee to complete the 2015 Street Maintenance Project is $28, 900 (not to <br />exceed). <br />
