WS — Item # 5 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br />Date: February 2, 2015 <br />To: City Council <br />From: Diane Hankee <br />Re: Pavement Management Plan - 2015 Overlay & Sealcoat Projects <br />Background <br />The City's Pavement Management Program includes two components: <br />1. Roadway maintenance which includes crack filling, seal coating, mill and <br />overlay and full depth reclamation. <br />2. Street Reconstruction. <br />Roadway Maintenance <br />Roadway maintenance is funded primarily through an annual general fund levy which <br />increases approximately 5% annually. The adopted maintenance budget for 2015 is <br />$514,500. As requested by the City Council an Overlay and Sealcoat plan has been <br />developed for planned projects through 2021. These projects are in addition to typical <br />pothole patching completed annually by Public Works. <br />The plan was determined based using the following information: <br />• 2013 Pavement Management Plan <br />• 2014 Street Reconstruction Plan <br />• Previous maintenance history <br />• 2014 Pavement Condition Ratings <br />Proposed projects will continue to be evaluated annually. Adjustments to the timing of <br />specific street segments will be based on updated pavement conditions ratings and <br />funding levels. Staff is expecting a slightly larger expenditure in 2015 using savings <br />from projects completed in prior years. <br />Street Reconstruction <br />Street reconstruction is typically proposed to be funded through the issuance of bonds. In <br />2014 the City adopted a 5 year Street Reconstruction Plan which included improvements <br />to the Shenandoah area in 2015. West Shadow Lake Drive area and LaMottes area have <br />been proposed for reconstruction in 2019. The City Council authorized preparation of <br />plans and specifications for the Shenandoah area in January of 2015. <br />
