GOVERNMENTAL ORGANIZATION AND SERVICES <br />Organization <br />The City was incorporated as a village in 1955, became a statutory city on January 1, 1974, and is <br />governed by a Home Rule Charter as adopted on January 12, 1982. The City is governed by a Mayor and <br />four Council members. The Mayor is elected to a two-year term of office and Council members are <br />elected to four-year terms. <br />The following individuals comprise the current City Council: <br />Expiration of Term <br />Jeff Reinert Mayor December 31, 2015 <br />Dale Stoesz Council Member December 31, 2015 <br />William Kusterman Council Member December 31, 2017 <br />Rob Rafferty Council Member December 31, 2017 <br />Dave Roeser Council Member December 31, 2015 <br />The City Administrator, Mr. Jeffrey Karlson, is the Chief Executive Officer of the City. Mr. Karlson has <br />been with the City since August 2010. The City's Director of Finance is Mr. Alan Rolek, who has been <br />with the City since April 2000. The City's Community Development Director is Mr. Michael Grochala, <br />who has been with the City since June 2001. <br />The City has 60 regular full-time and 4 regular part-time employees. <br />Services <br />Police protection is provided by 25 sworn police officers. Fire protection is provided by the Centennial <br />Fire District, which is comprised of the cities of Lino Lakes, Circle Pines, and Centerville. The Fire <br />District has a volunteer force of 53 members. The City has a class 5 insurance rating. <br />The City has established a Comprehensive Plan to direct all areas of growth within the City. The plan <br />was approved by the Metropolitan Council in 1981, and was amended in 1987, 1990, 1991, 1992, 2001, <br />2006, and 2011. <br />Eighteen parks and playgrounds are maintained by the City and include ball fields, hockey and skating <br />rinks, playground and picnic facilities, and 26 miles of trails. Anoka County owns a 5,500 -acre park and <br />an 18 -hole golf course within the City. <br />The City currently provides municipal sewer and water through the operation of five wells, two water <br />towers, and 13 lift stations. The City currently has 4,685 users of its sewer system and 4,503 users of its <br />water system. The City has established a policy that provides that municipal water services will be <br />extended only to sewered areas. <br />- 20 - <br />
