Future Challenges <br />There are three issues on the horizon which will affect crime in Lino Lakes: availability rate, <br />development, and population growth. <br />Availability Rate <br />Each Lino Lakes Officer is scheduled for 2080 hours per year, but they are not available for <br />patrol coverage for 2080 hours. To calculate the hours that each sworn employee is available <br />for patrol coverage, you need to take into account holidays, vacation days, training days, court, <br />sick days, and other approved leave. National availability rates range from 65%-85%. Because <br />of increased training demands of fire service, the availability rate of Lino Lakes officers has <br />dropped from 75% to 60%. The Lino Lakes availability rate was calculated by factoring in: the <br />number accrued leave amounts available to each officer, Labor law and union contracts, police <br />training demands, fire training demands, and court appearances. <br />2016 Availability Rate <br />Starting hours <br />Hours Available for responding to calls, investigation, <br />paperwork and traffic enforcement <br />2080 <br />Available Leave <br />858 <br />-514 <br />Labor law/contracts <br />-218 <br />Fire training <br />-72 <br />Police training <br />-40 <br />Court <br />-10 <br />Avail Hours <br />1226 <br />Rate= <br />60% <br />In 2016, each member of the police division will have 1226 hours to dedicate to police activities <br />(not including any supervision, voluntary training, proactive crime prevention, or community <br />oriented policing). <br />The International Association of Chiefs of Police determined that to assist in determining <br />staffing needs, best practice is to factor 1/3 of available hours to proactive problem solving and <br />community oriented policing. <br />Available hours <br />IACP Best Practices for COP <br />Hours Available for responding to calls, investigation, <br />paperwork and traffic enforcement <br />1226 <br />-368 <br />858 <br />Two officers on duty at all times on a 9.5 schedule require 57 scheduled hours per day (9.5 x 3 x 2=57) or <br />20,805 hours per year. Maintaining the two officer minimum and still engaging with the community, <br />LLPSD would need to allocate 24 officers to patrol, which would bring total sworn police staffing to 32. <br />If no expectation of COP is in place and no time set aside for supervisory activities LLPDS would need to <br />allocate 17 officers to patrol. If staffed with 26 sworn police staff, LLPSD will have 18 Officers assigned <br />to patrol. <br />
