EXHIBIT C <br /> <br />FORM OF COMPLETION CERTIFICATE <br /> <br /> <br /> I, the undersigned, hereby certify that I am the duly qualified and acting City Administrator of the <br />City of Lino Lakes, Minnesota (the “City”); and, with respect to the Lease-Purchase Agreement, dated as of <br />June 1, 2015 (the “Lease”), by and between the City and the Lino Lakes Economic Development Authority <br />(the “Authority”), that: <br /> <br /> 1. The Facilities described in the Lease have been completed, delivered, and installed in <br />accordance with the City’s specifications. <br /> <br /> 2. The City has appropriated and/or taken other lawful actions necessary to provide moneys <br />sufficient to pay all Lease Payments required to be paid under the Lease during the current Fiscal Year of the <br />City, and such moneys will be applied in payment of all Lease Payments due and payable during such current <br />Fiscal Year. <br /> <br /> 3.
