6/6/2013 EDAC DRAFT MINUTES 1 <br />CITY OF LINO LAKES <br />ECONOMIC DEVELOPMENT <br />ADVISORY COMMITTEE <br />MINUTES <br /> <br />DATE: June 6, 2013 <br />MEMBERS <br />PRESENT: Joe Stranik, Tom Colgan, Lou Masonick, Chad Wagner, <br />MEMBERS <br />ABSENT: Lane Thor, Bill Combs, Julie Schwartz, Matt Kassner, Don Johnson <br /> <br />OTHERS PRESENT: Michael Grochala <br /> <br />APPROVAL OF MINUTES <br />It was moved by L. Masonick to approve the minutes of June 6, 2013. The motion was seconded <br />by C. Wagoner and passed unanimously. <br /> <br />LEGACY AT WOODS EDGE LAND ACQUISITION AND MARKETING DISCUSSION <br /> <br />Mr. Grochala provided an update of the status of special legislation to acquire the Legacy at <br />Woods Edge property from the state. He explained that the legislation was approved and the <br />City was working with Anoka County to facilitate the transfer. <br /> <br />Once the property is obtained the City will need to consider options for marketing the property. <br />Mr. Masonik asked Mr. Grochala to explain how Tax Increment Financing worked. Mr. Colgan <br />noted that both the Target and Kohl’s stores were low producers and that new rooftops are <br />important for the surrounding commercial area. Mr. Grochala explained that we need to review <br />the plan and identify what we would like to build and what is still a viable option in the market. <br />He noted that city staff is currently working with Landform, a planning consultant, to review <br />landuse options. Mr. Stranik noted that multi-family should still be included in the discussion <br />and EDAC should emphasize to the council the need for rooftops to support continued <br />commercial growth. <br /> <br />Mr. Grochala asked about the need to retain a broker to market the site. Mr. Stranik suggested <br />that we may not need a broker for individual parcels but it may be beneficial to meet with <br />brokers to discuss the site. Mr. Wagner suggested that staff reach out to smaller, local builders <br />who may have the ability to develop portions of the property. It was also suggested that if the <br />City decided to retain a broker EDAC could be involved in reviewing proposals and <br />interviewing the proposers. <br /> <br />UPDATES <br /> <br />Mr. Grochala provided an update on various projects throughout the city. <br /> <br />The meeting was adjourned at 9:20. <br />
