9/5/2013 EDAC DRAFT MINUTES 1
CITY OF LINO LAKES
ECONOMIC DEVELOPMENT
ADVISORY COMMITTEE
MINUTES

DATE: September 5, 2013

MEMBERS
PRESENT: Joe Stranik, Tom Colgan, Lou Masonick, Chad Wagner, Lane Thor, Matt
Kassner,
MEMBERS
ABSENT: Julie Schwartz, Bill Combs, Don Johnson

OTHERS PRESENT: Michael Grochala, Kirsten Barsness

APPROVAL OF MINUTES
It was moved by J. Stanik to approve the minutes of June 6, 2013. The motion was seconded by
L. Masonik and passed unanimously.

5 YEAR STRATEGIC PLAN DISCUSSION

Mr. Grochala introduced Ms. Barsness to the board and explained that she would be assisting the
group with the update of the 5 year strategic plan. Ms. Barsness gave a brief overview of her
professional background. She stated that project goal would be to not only prepare a plan but
also to define how that plan is put into action.

Ms. Barsness noted that Lino has a huge inventory of land close to the inner ring, lenders are
loosening their financial strings and people are starting to make investment decisions. She
pointed out that people are going to do their research to make a good locational choice for
development and the group wants that choice to be Lino Lakes.

The committee continued with a general discussion regarding development opportunities within
Lino Lakes, possible funding sources for assistance, and the possibility of starting a seed fund for
economic development activities. Ms. Barsness reiterated that the planning process will define
what areas do we want to focus on, and where do we want to prioritize are available resources.
Then we can build our plan from there and move into the action/implementation component from
there.

Mr. Stanik asked what the next steps would be. Mr. Grochala stated he would be working out a
project scope with Ms. Barsness and we would likely kick off the project in the next month or
two.

UPDATES

Mr. Grochala provided an update on various projects throughout the city.

The meeting was adjourned at 9:00.
