board of directors of VMN to consider the inclusion of Lino Lakes in their territory. Ms. Divine
asked members to provide input into content and design. Members will look it over and get
suggestions to Ms. Divine. They suggested adding:

• Link to city website
• All restaurants rather than a select few
• Hay Days
• Blue Heron Days
• Medtronics
• Quad Chamber

EDAC 5-Year Plan

Members discussed a review of the 5-year action plan to ensure it remains consistent with EDAC
goals and the goals in the Comp Plan. Ms. Divine noted that there are many new faces on EDAC
since this plan was first adopted, and it would be good to hear some new ideas, considering the
current market conditions and the new Comp Plan. Ms. Keller suggested taking a couple of the
goals at a time, then formulating an action plan to implement those goals. Mr. Roeser suggested
that the format could be updated to make it more succinct for the council to understand.

Mr. Milbauer noted that EDAC has been talking about how they should be represented on the
EDA. He suggested members consider introducing the idea of the chair of EDAC being a
representative on the EDA.

Members will look at the plans and write down their ideas for the next meeting.

LEED Development
Ms. Divine sought members’ interest in having a LEED certification expert, who lives in Lino
Lakes, speak at a meeting. Green building is gaining momentum, but it is difficult to implement
in commercial/industrial construction because of higher front end costs. It could benefit the city
to become more aware, as there could be seed money from environmental agencies. Members
suggested waiting until first quarter of 2009 for the discussion.

The next EDAC meeting will be November 6.

Meeting adjourned.
2
