2 <br />ANOKA COUNTY REGIONAL LIBRARY <br />Ms. Divine informed the board that Anoka County Library Board is searching for a site for a new <br />regional library. Staff has met with the director, the board and several county commissioners. <br />There is interest in the 35W interchange as the best site for the regional draw. The board is <br />considering sites in Lino Lakes, one in Woods Edge and a couple other sites around the <br />interchange. Timing is an issue,especially in Woods Edge, since Hartford has some tenants and <br />is considering a multi-tenant building on the only site that would work for the library.There is a <br />potential to get Dunn Bros in connection with the library. No action is required at this time, staff <br />will be working on this. <br />STREETSCAPE PLAN –LEGACY AT WOODS EDGE <br />Ms. Divine shared the streetscape and plan for the community green in Legacy at Woods Edge. <br />The community green will have open space, a pergola for a band or entertainment area, and there <br />will be an interactive water feature.An other area will have gardens and seating areas. Plantings <br />will be manicured in the green. The streetscape plan includes heavily treed boulevards, <br />decorative lighting that will have hanging baskets, and some of them will have a Lino Lakes <br />emblem in it. Thought has been given to lighting and electrical connections for events. <br />Members questioned an open air design on the pergola if it is to be used by bands and events. <br />Ms. Divine said she would bring the concern back to the designers. <br />2006-2007 ACTION PLAN <br />Ms. Divine asked members to take the plan home and review it. She would like members to have <br />a free discussion based on their own experiences and desires from living and working in Lino <br />Lakes. Appointments to the board will be made by the council, there is no schedule yet. She <br />would prefer the new appointments be made before reviewing the plan. Potentially this can be <br />discussed at the next EDAC meeting. <br />UPDATES <br />Members had some discussion about Hardwood Creek and the fact that Hugo’s growth is <br />spurring Lino Lakes commercial. Mr. Vacha questioned having to provide TIF to the <br />commercial. Ms. Divine explained that TIF cannot be used on new commercial, and the <br />advantage of a large master planned development is that it can hold its own without public <br />subsidy. In addition, it can provide needed infrastructure improvements off site. <br />OTHER BUSINESS <br />None <br />Meeting adjourned.
