2 <br />and Shoreview.He outlined the need for infrastructure, and the road and utility improvements <br />that are necessary. The focus is the intersection and everything else is prioritized from there. <br />Objectives of the study were to identify appropriate current and future land uses, plan for road <br />improvements that provide good access and circulation,routing and phasing for city water and <br />sewer, and planning for redevelopment while recognizing the existing businesses. <br />Mr. Smyser explained the functions of the intersection and other entrances off Cty. J and <br />Hodgson,the city street system throughout the project,and how the water and sewer is expected <br />to occur.The east side of Hodgson has the capability of serving more commercial development, <br />so a development scenario was included with a big box (grocery) type of development. The west <br />side is shown with a commercial development and multi-housing (senior housing)mix. The plan <br />has some urban scale to it, with pedestrian consideration as well as auto circulation. <br />Mr. Helgemoe asked about current businesses and their fit. Mr. Smyser said the plan can evolve <br />with current businesses staying in place. Ms. Divine noted that the car lot owner may be <br />interested in selling but would like to stay in the area.Mr. Combs said this plans helps to create <br />future value. <br />Mr. Smyser said the county has an interim and an ultimate plan with a divided median. Over <br />time the existing driveways will be cut off but the timing is not set. Before significant <br />development happens, the signal must go in, but the rest will have to be worked out. <br />If this plan is adopted by the city council, it will be folded into the Comprehensive Plan as a <br />PUD and will be shown at an open house in November, and will go to P&Z for a first review, <br />then the P&Z in December for a public hearing. Ms. Divine noted that this is a goal of EDAC to <br />master plan various areas of the city that need redevelopment.Ms. Hansmann said it helps <br />developers to know how access will occur. Ms. Keller noted it took current businesses into <br />consideration and minimizes impact. Mr. Smyser stated the plan gives existing businesses <br />something to work from when they plan expansion. <br />Ms. Divine said a portion of the property would qualify as a redevelopment area, which could <br />assist with road and infrastructure improvements. <br />Board Appointments <br />Ms. Divine informed the board that Mr. Milbauer, Mr. Vacha and Ms. Hansmann’s appointments <br />to EDAC expire in December. Applications are available from Mr. Tesch. <br />Next meeting December 7. <br />Meeting adjourned.
