<br />LIVABLE COMMUNITIES DEMONSTRATION GRANT <br />Ms. Divine informed the board that the LCDA grant was submitted. The request is $1 <br />million. She showed the new marketing materials that were completed for the grant that <br />can be used for general marketing of the Woods Edge project. One of EDAC’s goals was <br />to update promotional materials for marketing the city. Staff met with Met Council reps <br />and staff to draw attention to the need for the grant to make the project work as planned. <br />The city council approved a supporting resolution on a 4-1 vote. <br /> <br />CITY OWNED LAND: HODGSON ROAD/LAKE DRIVE <br />An appraisal is being completed on the land. There are two interested buyers. The site has <br />numerous constraints, including power lines. <br /> <br />UPDATES: <br />1. EDAC REPORT: Mr. Juni stated he presented the action plan to the council. The <br />council vote was 3-2, with Councilmembers Carlson and Dahl opposed. EDAC was <br />pushing for approval of the plan rather than just acceptance, to ensure that EDAC goals <br />were in line with council policy and goals. The council also adopted goals that night, <br />which were also a 3-2 vote. Several of the top goals were economic development focused <br />and right in line with EDAC goals. <br /> <br />Ms. Divine shared a letter from Councilmember Stoltz expressing his appreciation to Mr. <br />Juni for his presentation and to EDAC for their work in the city. <br /> <br />2. PLANNING & ZONING LIAISON: Ms. Divine stated that Mike Hyden volunteered <br />to be the liaison from the P&Z to EDAC. P&Z did request that EDAC could also <br />come to P&Z on occasion to keep in touch with issues. Mr. Juni suggested putting it <br />on the next agenda for discussion. <br />3. HODGSON ROAD/COUNTY ROAD J STUDY: Mr. Grochala stated this is a <br />gateway to the city and the council requested that staff look at planning of the area <br />and work with the new 49 Club owners to begin improving the area. The new owners <br />are planning to demolish the 49 Club and house to the west, and rebuild a new <br />restaurant/sports bar. Staff will recommend hiring Landform, a planning/consultant <br />firm, to do a master plan to lay out roads, uses, etc., and look at how to service it with <br />sewer and water. <br />4. 35E/35W INTERCHANGES: Mr. Grochala stated Commissioner Sivarajah has sent <br />in a request for appropriations for a study of the 35E interchange. Resolution from the <br />cities of support, and letters from area businesses, etc., including AdGraphics and <br />Laborer’s Training Center, will be needed to support this project. <br /> <br />EDAC PROJECTS <br />Ms. Divine questioned what projects EDAC wanted to do in the future. Mr. Chase said a <br />tour of some areas of the city would be helpful, to identify areas for redevelopment. Mr. <br />Juni suggested they tour for next EDAC meeting, and focus on the Lake Drive area. <br /> <br />Meeting adjourned. <br /> 2
