They are also studying the senior market more closely to <br />determine what type of housing will best compete with new projects in proximity to Lino <br />Lakes. <br /> <br />The council will be considering the first reading of the rezone to PUD and the <br />preliminary plat at the next council meeting. This will give the city and developer a <br />consensus of what will be built, while maintaining flexibility in uses. <br /> <br />YMCA GRANT APPLICATION <br />Ms. Divine stated the Anoka County HRA has recommended the county approve a <br />$150,000 Community Development Block Grant for construction of the YMCA teen <br />center. The final county approval is expected in April. <br /> <br />EAST SIDE REHBEIN PROPERTY <br />Ms. Divine informed the board that a developer will be addressing the city council at a <br />special work session on March 22 to discuss a planning process for master planning the <br />entire site. This is an opportunity to get the community involved to come to agreement on <br />the direction for the 35E corridor. A next step would be to have a joint meeting of the <br />council and boards. <br /> <br />TIF UPDATE <br />Staff discussed it would be an appropriate time to have a TIF review at the time the <br />Hartford Group submits and application. Springsted will be asked to provide that. Mr. <br />Juni said it would help other boards and committees to have a TIF review before a <br />request gets to council level so that they can make informed recommendations. <br /> <br />2003 YEAR IN REVIEW <br />Ms. Divine reviewed the EDAC mission statement, the accomplishments in 2003, <br />including decertifying three TIF districts which generates about $230,000 in city taxes, <br />opening up Marshan Lakes Industrial Park and the construction of the Panattoni building, <br />Spirit Hills Commercial Center, the DQ, Discount Tires, the JADT development, Apollo <br />Center, and master developers for Woods Edge. <br /> <br />Added project value is $16 million, including what is under construction. The goal of <br />economic development was $8 million/year. That has been met or exceeded overall. <br />Another goal was to increase the percent of C/I tax base from 4% in 1994 to 15% by <br />2020. It is currently at 7%. <br /> <br />TIF UPDATE <br />Members suggested waiting until a TIF seminar to discuss TIF issues. Ms. Divine stated <br />members had requested information about what TIF districts have generated and have <br />they done what was intended, along with comparisons of what other cities are doing. This <br />can be brought to a future meeting. Ms. Carlson stated Springsted sent a letter offering to <br />do a TIF workshop. Ms. Schwartz suggested inviting the reporter from the Quad to the <br />workshop. <br /> <br /> 2
