The city's Economic Development <br />Agency (EDA) is issuing Lease Revenue Bonds to finance the development and the lease documents <br />are relevant to that action. The council discussed the term of the agreements and it was noted that <br />when the financing is fully paid, the lease will end and the property ownership goes to the city. The <br />council also discussed the requirement of a payment for the lease (in this case one dollar) and heard <br />from the city's bond counsel, Julie Eddington of Kennedy & Graven, that the amount is allowed <br />under statute. When asked about the amount of annual "counsel fees", Mr. Rolek noted that cost at <br />about $5,000 to $10,000 per year and that it is generally paid through arbitrage on the bonds. <br />Council Member Roeser moved to approve Resolution No. 15-51 as presented. Council Member <br />Kusterman seconded the motion. Motion carried on a voice vote. <br />ADMINISTRATION DEPARTMENT REPORT <br />There was no report from the Administration Department. <br />PUBLIC SAFETY DEPARTMENT REPORT <br />Added Item) Proclamation of Police Week 2015 — Mayor Reinert read the Proclamation. Police <br />Chief Swenson announced related events that will be held throughout the week. <br />77 4A) Authorization to Hire Paid On -Call Fire Personnel — Chief Swenson requested that the city <br />78 council authorize hiring of Aaron Jennissen to the position of Paid On -Call Firefighter. Mr. <br />79 Jennissen has passed through the hiring process and Chief Swenson feels he will be a good addition to <br />80 the force. He is a local resident. <br />81 <br />82 Council Member Rafferty moved to approve the hiring as recommended. Council Member Stoesz <br />83 seconded the motion. Motion carried on a voice vote. <br />84 <br />85 413) Resolution No. 15-49, Cancelling Paid On -Call Fire Recruitment Incentive Program - <br />86 Chief Swenson noted that the incentive program for paid on-call fire personnel is no longer needed. <br />87 To date, the city has been adequately successful in training personnel, enrolling additional individuals <br />88 and receiving applications in numbers that will staff the new fire department.
