WS — Item #5 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br />Date: June 1, 2015 <br />To: City Council <br />From: Julie Bartell, City Clerk <br />Re: Update on 2015 State Liquor Law Amendments <br />Background <br />During the 2015 session, several liquor licensing law changes were enacted by the State <br />Legislature and signed by the Governor. The laws became effective May 2, 2015. <br />As outlined in the attached memorandum, some of the law changes are particularly <br />relevant to cities. The following are changes that relate to licenses in our city: <br />Sunday Growler Sales — State -licensed brewers that have an off -sale growler <br />license through their city can now be authorized for Sunday off -sale of their <br />growlers. The council has previously amended the Code to allow off -sale <br />growler sales and has one brewery in the City that holds a license. <br />Sunday On -Sale at 8:00 a.m. — The City Code includes the hours that on -sale <br />liquor sales are allowed in the city. Currently a holder of a Sunday on -sale <br />license may begin selling liquor at 10:00 a.m. on Sunday. The new state law <br />allows cities to change their regulations to allow Sunday sales beginning at 8:00 <br />a.m. but only for licensed restaurants, clubs, bowling centers or hotels. <br />There is interest from license holders in the city on both of these changes. <br />Requested Council Direction <br />The state law changes noted are presented to the council for your information. If there is <br />interest in incorporating these changes into the city's liquor regulations, passage of an <br />ordinance amending the code would be required. <br />Attachments <br />Communication from League of Minnesota Cities attorney regarding new liquor laws <br />Omnibus Liquor Bill — Summary of sections relevant to cities <br />
