N.W., ANDOVER, MINNESOTA 55304 <br />March 26, 2004 <br />Jeff Smyser <br />City of Lino Lakes <br />-- _ 600 Town Center Parkway <br />Lino Lakes, MN 55014-1182 <br />RE: Preliminary Plat <br />Marshan Townhomes 2nd Addition <br />Dear Jeff, <br />(763) 862-4200 FAX (763) 862-4201 <br />FILE COPY <br />We have reviewed the Preliminary Plat for Marshan Townhomes located in the northeast quadrant of <br />CSAH 23 (Lake Dr.) and Aqua Lane within the City of Lino Lakes and I offer the following comments: <br />The existing right of way east of CSAH 23 is 45 feet. An additional 15 feet of right of way adjacent to <br />CSAH 23 will be required for future reconstruction purposes. If the city does not require the developer <br />to dedicate the additional right of way as part of this development, all building/parking setbacks <br />should be based on the future right of way width of 60 feet east of centerline on CSAH 23. In addition, <br />any trail or utility easements deemed necessary by the City of Lino Lakes along this portion of CSAH <br />23 outside of the county right of way should be dedicated as part of this development. <br />We. , have reviewed the Intersection Sight Distance Requirements for the CSAH 23/Aqua Lane <br />intersection. It appears that the sight comer for the southeast quadrant of this intersection is -obstructed <br />by an existing structure located on private property outside of the. boundaries of this development. <br />Consequently, this sight distance deficiency is considered non -correctable at this time. The City and <br />the developer shall ensure that all applicable sigh distance requirements are satisfied to the greatest <br />extent possible for this development. There are trees and plantings shown on the Landscape Plan <br />(sheet 8 of 11) that would introduce new sight obstructions for the sight comer in the northeast <br />quadrant of the CSAH 23/Aqua Lane intersect6ion (see attached sketch). The Landscape Plan shall be <br />revised to eliminate any new obstructions to this site corner. Please note that no plantings or signs will <br />be permitted within the county right of way. Care must be exercised when locating signs, buildings, <br />structures, plantings; berms, etc. outside of the county right of way, so as not to create sight distance <br />obstructions for the affected public roadway or access point. <br />No direct access to CSAH 23 is proposed for this development, which is acceptable to -this department, <br />and all units will have access via Aqua Circle and Aqua Lane. The right of access along CSAH 23 <br />shall be dedicated to Anoka County and any existing access driveways onto CSAH 23 within the <br />boundaries of this development shall be removed, and the right of way restored to match the existing <br />depth, grade, and slopes. <br />This development will introduce a significant number of new turning maneuvers at the CSAH <br />23/Aqua Lane intersection and will have an impact on the safety and operations of this intersection. <br />There are currently right turn lanes on northbound and southbound CSAH 23 at Aqua Lane.
