COUNCIL MINUTES June 8, 2015 <br />APPROVED <br />91 3B) Resolution No. 15-07, Establishing the 2015 Compensation Plan for Non -Union Employees - <br />92 Administrator Karlson asked for the council's approval of the wage plan presented in his staff report. <br />93 He noted that the council received a report from Ann Antonsen of Springsted on this subject and the <br />94 process used to establish salary levels. He noted his recommendation of a two percent increase for <br />95 non union employees and an additional increase for the position of Director of Public Safety and <br />96 Director of Community Development as discussed previously. <br />97 <br />98 It was noted that the council requested some background information from Ms. Antonsen and that <br />99 hasn't been received as yet. <br />100 <br />101 Council Member Kusterman moved to approve Resolution No. 15-07 as presented. Council Member <br />102 Roeser seconded the motion. Motion carried on a voice vote. <br />103 <br />104 3C) 1st Reading of Ordinance No. 02-15, Amending the Code of Ordinances, Chapter 700 <br />105 Relating to Liquor and Beer, to allow issuance of more than one on -sale intoxicating liquor <br />106 licence per individual (addnl licenses available to restaurants only)- City Clerk Bartell reported <br />107 that at recent work sessions, the council has discussed language in the city's liquor regulations that <br />108 reads "No more than one intoxicating liquor license shall be directly or indirectly issued within the <br />109 City to any one person". This regulation limits holders of liquor licenses in the city from expanding <br />110 their business, as in the case of a current off sale license holder who would like to open a restaurant <br />111 with strong beer and wine. In considering a change the council invited comments from current license <br />112 holders, looked at regulations in other cities and considered how liquor sales are regulated by both the <br />113 city and state. As directed, staff has prepared an ordinance that would remove this language from the <br />114 city code and add language that limits additional licenses to restaurants. <br />115 <br />116 Council Member Roeser concurred that the council has discussed this matter several times. They've <br />117 done the research before considering this change. Mayor Reinert added that the council finds that <br />118 this change should help to promote restuarants in the city. <br />119 <br />120 Council Member Roeser moved to approve the Pt Reading of Ordinance No. 02-15 as presented. <br />121 Council Member Kusterman seconded the motion. Motion carried on a voice vote. <br />122 <br />123 PUBLIC SAFETY DEPARTMENT REPORT <br />124 <br />125 4A) Authorization to Hire Paid On -Call Fire Personnel- Police Chief Swenson requested <br />126 council authorization to hire Mark Tembruell. He has passed through the department's thorough <br />127 hiring process and would bring his experience in the fire suppression business to the city's fire <br />128 department. <br />129 <br />130 Council Member Rafferty moved to approve the hiring of Mark Tembruell as recommended. Council <br />131 Member Stoesz seconded the motion. Motion carried on a voice vote. <br />132 <br />133 4B) Consider Acceptance of Monetary Donation- Police Chief Swenson reviewed his request <br />134 for council authorization to accept a donation to the Public Safety Fire Division in the amount of $50 <br />135 from Sarah and Charles Peterson.
