Planning & Zoning Board <br />June 10, 2015 <br />Page 3 <br />8. Final Plat <br />a. A Consent to Plat is required from the mortgage holder. This shall be drafted <br />by the developer, approved by the City and recorded. <br />b. Drainage and utility easements shall be dedicated between Lots 1 & 2 and <br />Lots 2 & 3. <br />Mr. Root asked if there had been any more discussion of mailboxes, as a few community <br />members had concerns about this. Ms. Larsen replied staff did discuss this further but <br />concluded it is not something the City will regulate. <br />Roger Hokanson, project developer, approached the podium and confirmed he <br />understands the requirements and is ready to start the project. <br />Mr. Laden made a MOTION to recommend approval of the Turnberry Crossing Second <br />Addition PUD Final Plan/Final Plat. Motion was supported by Mr. Masonick. Motion <br />carried 6 - 0. (Tralle abstained.) <br />VI. DISCUSSION ITEMS <br />A. Watermark Discussion <br />Michael Grochala, Community Development Director, presented information and <br />analysis of three primary areas of concern raised by the board at the May 13, 2015 <br />Planning & Zoning Board meeting: commercial component, lot sizes, and public values. <br />Staff requested board direction regarding these areas. <br />Key points of discussion among the board included: <br />Commercial component <br />➢ Market analysis <br />➢ Comprehensive Plan language and application <br />• Lot sizes <br />➢ Open space <br />➢ Impact on City <br />➢ Market demand <br />• Public values <br />➢ Drainage <br />After discussion of these topics, Chair Tralle polled the board members on each area. <br />1. The board was comfortable with eliminating the commercial component, provided <br />additional master planning is undertaken showing connectivity to the surrounding <br />commercial areas. <br />2. The board was supportive of the proposed lot sizes. <br />3. The board was supportive of the public values obtained through the development. <br />DRAFT MINUTES <br />
