WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item <br />Date: July 6, 2015 <br />To: City Council <br />From: John Swenson, Public Safety Director <br />Re: Blue Heron Days — Tavern on Main Concert <br />Background <br />During the Council Work Session on September 2, 2014 a resident from Lois Lane in <br />Lino Lakes addressed the Council to express concern regarding the noise from the Tavern <br />on Main Concert, which is part of the Blue Heron Days festival. Council direction was to <br />add this concern to a future Council agenda when this event was to be discussed. City <br />Clerk Julie Bartell contacted the resident and informed him that it would be discussed <br />tonight and invited him to attend the meeting. <br />The owner of Tavern on Main, Chad Wagner, has expressed concerns with the cost of <br />having two police officers at this event. This has traditionally been required as part of the <br />City's Special Event permitting process. This requirement is at the discretion of the <br />Council as part of its review of the Special Events permit process. <br />Council has requested that staff meet with Mr. Wagner to discuss his concerns and <br />review past police call load related to the Tavern on Main concert event. <br />Prior to meeting with Mr. Wagner on April 16, 2015, staff reviewed all police call data <br />related to the Tavern on Main concert event dating back to 2010. This analysis identified <br />that individuals that police had contact with had a high level of intoxication. <br />During the meeting with Mr. Wagner this data was reviewed with him and ways to <br />address the issue of over service of intoxicating beverages during the concert event. On <br />May 26, 2015, Mr. Wagner submitted a letter outlining his plan to prevent over service <br />during the concert event and submitted server training outline from the Minnesota <br />Licensed Beverage Association (MLBA). All Tavern on Main staff members will <br />receive the MLBA training on August 9, 2015 just prior to the concert events taking place <br />on August 14th and 15th <br />Requested Council Direction <br />Staff is requesting Council direction on what will be required as part of the Tavern on <br />Main Special Events permit for outdoor concerts on August 14th and 15th of this year. <br />
