WS — Item #3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br />Date: July 6, 2015 <br />To: City Council <br />From: Michael Grochala <br />Re: NE Lino Drainage Study <br />Background <br />The NE Area Drainage Study models the drainage for 1400 acres of land on the east and <br />west sides of I 35E, and north of Main Street. The study evaluates a new surface water <br />outlet to Peltier Lake. <br />The study area currently drains into either County Ditch 55 or 72. Land within this area is <br />poorly drained with clay soils that have minimal infiltration capacity. The ditches, which <br />are tile lines that convey water from this area, were constructed in the early 1900's for <br />agricultural purposes. The size of the tile ranges from 10 to 15 inches. These lines are <br />not functioning well and are obsolete. <br />The City submitted a Comprehensive Surface Water Management Plan (CSMP) for the <br />area to Rice Creek Watershed District (RCWD). The RCWD staff is currently reviewing <br />the plan and preparing an engineer's memo. Once the plan is approved by the RCWD <br />Board we will start the process of obtaining a DNR no rise certificate. Concurrently <br />work on a feasibility report should commence to address permits, right of way needs, and <br />funding. <br />WSB and Associates staff will be in attendance at the work session to provide an update <br />on the project. <br />Requested Council Direction <br />None required.
