WS — Item #4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br />Date: July 6, 2015 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: Watermark Residential Subdivision (Mattamy Homes) <br />Background <br />Since the Concept Plan review in the fall of 2014 staff has continued to work with <br />Mattamy Homes to refine the development plans for the proposed Watermark project. At <br />the May 13, 2015 Planning and Zoning Board meeting, Rick Packer of Mattamy Homes <br />presented an overview of the existing site conditions, layout considerations and proposed <br />amenities, landscaping and overall theme accents for the development. During discussion <br />the Planning & Zoning Board raised three primary issues which need to be clarified prior <br />to moving forward with a formal PUD application. They are as follows: <br />1) Concern with the exclusion of commercial development component <br />2) Concern over the proposed lot widths and sizes <br />3) Concern over the public values obtained through the design flexibility allowed <br />by the use of the PUD. <br />These issues where similar to those previously raised by the City Council. Staff <br />presented a review of these issues at the June 6, 2015 Planning and Zoning Board <br />meeting. A copy of the staff report is attached. Following the discussion the board was <br />supportive of the proposal including the exclusion of the commercial component and the <br />proposed lot sizes. The board did suggest that additional master planning be undertaken, <br />south of the project site, to insure interconnectivity with future commercial development <br />on the ALino and Rehbein properties. <br />Mattamy Homes is beginning to prepare their PUD development application for submittal <br />this fall. Given the size and complexity of the project it is important to have a clear <br />understanding of the City's position with regard to the proposed development parameters. <br />Staff will plan to review the issues addressed in June 6, 2015 P & Z report with the <br />Council at the work session. <br />Requested Council Direction <br />Staff is requesting council direction regarding: <br />1 <br />
