Park Board Comments -October 6, 2014: <br />• Overall comments were in favor of the development. <br />• Proposed community center would need to be owned and operated by an association; not <br />the city. <br />• Public trail should be rerouted through greenway on north side of development. <br />• Trail connections should be made from cul de sacs or mid -block on long street sections to <br />greenway trail. <br />• Need to provide shorter looping of trail system. <br />• Bump outs along the street shall be installed to serve as parking for the public park. <br />• Trail shall be extended along 20th Avenue. <br />• Provide better trail access to park. <br />• Discussed maintenance of sidewalks. <br />• Discussed that sidewalks are not credited for park dedication but trails are credited. <br />Planning & Zoning Board Comments -October 8, 2014 <br />• Overall comments were in favor of the development. <br />• A mixed use area should include some commercial development. <br />• Discussion as to whether a market study should be done. <br />• Consider turn lanes on 20th Avenue. Staff noted that a street light will also be considered. <br />• Ensure adequate parking space for the public park. <br />• A utility phasing plan will allow for development in other areas of the city. <br />• City should get the best product for the city rather than the quickest development. <br />• Consider creating an outlot to be used for future commercial development. <br />• Variety of lot sizes and widths and housing products are supported by the Board. <br />EDAC Comments -October 9, 2014 <br />• Overall comments were in favor of the development. <br />• Recommended retaining commercial land in the project. <br />Council Work Session -November 3, 2014 <br />• Mayor Reinert expressed concern about the lack of change from the last review of the <br />project. The project looks "off weight" for Lino Lakes. Community Development <br />Director Grochala noted that the area is generally guided for medium density and that is <br />what the plans indicate. <br />• Commercial development possibilities. <br />• Townhome location. <br />• Lot sizes, street widths and setbacks. <br />• The parkland should be developed early and there is funding in first phase to do so; trails <br />would be included. <br />• Density requirements are linked to Comp Plan but that can be amended. <br />• 20th Avenue traffic; a traffic analysis will be included. <br />
