CITY COUNCIL <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Jason Wedel <br />MEETING DATE: April 28, 2014 <br />TOPIC: Consideration of Resolution No. 14-36, Approving <br />Stormwater Maintenance Agreement with RCWD, 21St <br />Avenue Street & Utility Project <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting council action to approve a stormwater maintenance agreement with the Rice <br />Creek Watershed District (RCWD) covering stormwater facilities constructed as part of the 21St <br />Avenue Street and Utility Improvements project. <br />BACKGROUND <br />The City Council awarded the bid for this project at their regular meeting on March 10, 2014. <br />Construction is anticipated to start in May. This project includes the construction of stormwater <br />facilities, i.e., catch basins, pipe, and ponds to convey street surface water and provide water <br />treatment prior to entering public waters. The City is therefore subject to the permit <br />requirements of the RCWD and this agreement must be implemented to finalize the permit for <br />this project. <br />The agreement requires the City to perform inspections and maintenance on the stormwater <br />facilities. This includes annual inspections of lines and structures. Ponds are required to be <br />inspected once annually in the first two years following construction and every five years <br />thereafter. These requirements are generally consistent with the parameters the city already <br />operates under with the exception of the line and structure inspections which we perform on a <br />five year basis. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 14-36. <br />ATTACHMENTS <br />1.
