Section 1. That Chapter 1010 of the Lino Lakes City Code be amended to read as follows: Section 1010.001 1010.002 1010.003 1010.004 1010.005 1010.006 1010.007 1010.008 1010.009 1010.010 CHAPTER 1010: SIGNS Purpose, intent and findings Definitions Administration and enforcement Non -conforming Signs Zoning district -egulationsProhibited Signs Dynamic display sign regulations Substittitien-elfteseGeneral regulations applicable to all zoning districts SeverebilityZoning district regulations Severability § 1010.001 PURPOSE, INTENT AND FINDINGS. Substitution Clause (1) Purpose and intent. It is not the purpose or intent of this sign chapter to regulate the message displayed on any sign; nor is it the purpose or intent to regulate any building design or any display not defined as a sign, or any sign which cannot be viewed from outside a building. Rather, the purpose and findings of the sign chapter are as follows. The sign chapter is intended to establish a comprehensive and balanced system of sign control that accommodates the need for a well-maintained, safe and attractive community, and the need for effective communications including business identification. It is the intent of this chapter to promote the health, safety, general welfare, aesthetics and image of the community by regulating signs that are intended to communicate to the public, and to use signs which meet the city's goals by authorizing: �--- (a) Permanent signs which establish a high standard of aesthetics;
