I'Reading: 11 /10/2 014 Publication: 102/2 014 <br /> 2" Reading: 1 1 /2 4/2 o l 4 Effective: 01 /01 /2 01 5 <br /> CITY OF LINO LAKES <br /> ORDINANCE NO. 11-14 <br /> ORDINANCE TO REZONE CERTAIN REAL PROPERTY FROM GB, <br /> GENERAL BUSINESS TO R-4,HIGH DENSITY RESIDENTIAL FOR <br /> WHITE PINE SENIOR LIVING <br /> "The City Council of Lino Lakes ordains". <br /> Section 1 <br /> The City of Lino Lakes makes the following Findings of Fact: <br /> 1. The City received a Land Use Application to rezone certain property from GB, <br /> General Business to R-4, High Density Residential. <br /> 2. The Planning and Zoning Board held a public hearing on October 8, 2014. <br /> 3. The proposed action has been considered in relation to the specific policies and <br /> provisions of and has been found to be consistent with the official City <br /> Comprehensive Plan. <br /> The proposed assisted-living facility has been reviewed for compliance with the <br /> comprehensive plan and is consistent for mixed use residential development as noted <br /> in the staff report. Goals of the Housing Plan include improving availability of <br /> affordable and life-cycle housing and enhancing opportunities for senior housing. <br /> Assisted-living facilities are considered housing units. Although the density of the <br /> proposed assisted-living facility is 16.46 units per acre which is greater than the <br /> suggested 15 units per acre, the facility functions as both residential and commercial <br /> (e.g. employers, delivery vehicles, emergency vehicles etc.) Flexibility shall be <br /> allowed for 16.46 units per acre. <br /> 4. The proposed use is or will be compatible with present and future land uses of the <br /> area. <br /> The proposed assisted-living facility is compatible with present and future land uses. <br /> The property to the north across 77th Street is zoned rural and is guided for <br /> commercial use. Currently, a residential home with an auto-repair business exists on <br /> the site. The property to the east is zoned general business and guided for mixed use. <br /> Currently, a residential home exists on the parcel. The property to the south is zoned <br /> and guided for commercial development. The Market Place commercial development <br /> 1 <br />
