STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />CITY COUNCIL <br />AGENDA ITEM 6C <br />Paul Bengtson <br />February 13, 2012 <br />Second Reading of Ordinance Number 2-12 <br />Planned Unit Development Amendment to add certain <br />office uses as permitted uses within the civic district of the <br />Lino Lakes Town Center. <br />VOTE REQUIRED: 4/5 <br />INTRODUCTION <br />The Early Childhood Family Education program will be moving out of the City Hall complex, <br />resulting in an open tenant space. Staff has been working to develop opportunities for potential <br />tenants and the City Council has voted to engage a broker to continue the search. Staff has <br />initiated this amendment to maximize the market potential for the tenant space. <br />BACKGROUND <br />The City Hall Complex is located within the boundaries of the Lino Lakes Town Center which <br />was established as part of a Planned Unit Development (PUD), and therefore the Town Center <br />Design & Development Guide regulates the uses that would be allowed within the complex. The <br />site is designated as Civic (only City Hall and the YMCA properties are designated as Civic), <br />and the Civic district includes the following permanent uses as permitted uses: <br />• Health clubs and gymnasiums <br />• Outdoor recreation facilities <br />• Community -serving centers <br />• Semipublic facilities <br />• Indoor recreation facilities <br />• Concession stands (not exceeding 500 square feet) <br />• Cultural facilities <br />• University, college, and professional schools <br />While the semipublic facilities allowance would open up occupancy of the tenant space for other <br />government or quasi -government offices, staff is proposing to allow other office uses in the civic <br />district by expanding the following two uses (already included in the guide) to be permitted in <br />the civic district: <br />• Professional services including medical & health offices & clinics, engineering & design <br />services, legal and counseling services, but excluding laboratories, hospitals, sanitariums <br />and rest homes. <br />
