AGENDA ITEM 3Aii <br />STAFF ORIGINATOR: Julie Bartell, City Clerk <br />DATE: November 23, 2009 <br />TOPIC: 2nd Reading and Adoption of Ordinance No. 09-09 <br />Establishing the 2010 Fee Schedule <br />VOTE REQUIRED: Simple Majority (3/5 Vote) <br />BACKGROUND: <br />In order to provide for a more efficient and timely method of reviewing and adjusting the <br />various fees charged by the City, fees are consolidated into one schedule to be <br />reviewed and adopted on an annual basis. Rather than including fees individually <br />within sections of the Lino Lakes Code of Ordinances, the fee schedule is included as <br />Appendix A to the code. <br />The City's current fee schedule has been circulated to department directors with a <br />request to update or amend the schedule as appropriate for 2010. <br />Ordinance No.09-09 (the proposed 2010 Fee Schedule) is attached. Recommended <br />amendments to the ordinance are printed in red. By and large, the changes are non - <br />substantive and corrective in nature, i.e. removing duplications, adding sales tax where <br />appropriate, or removing services that are no longer provided. In addition to those <br />corrections, some changes are outlined below for your review: <br />Party Wagon — This service is no longer available through the Parks & <br />Recreation Department due to budget constraints; <br />Ordinance Amendment — These are not new fees but are replacing those <br />previously entitled Rezoning; the new language better describes this activity; <br />Concept Plan Review — A new escrow deposit is being established for this <br />type of review. <br />The 2010 Fee Schedule Ordinance was presented to the council on November 9, 2009 <br />and first reading was approved. Staff is now requesting second reading and approval <br />of this ordinance. <br />RECOMMENDATION: <br />Approve second reading and adoption of Ordinance No. 09-09 <br />
