AGENDA ITEM 6A <br />STAFF ORIGINATOR: Pete Kluegel <br />MEETING DATE: August 27, 2007 <br />TOPIC: Second Reading of Ordinance No. 09-07, <br />Adopting 2007 Minnesota State Building Code <br />VOTE REQUIRED: 3/5 <br />BACKGROUND: <br />First Reading was approved on August 13, 2007. <br />The City of Lino Lakes is currently enforcing the 2003 Minnesota State Building Code. <br />The state has recently adopted the 2007 Minnesota State Building Code. To keep current <br />with the latest revision of the state building code as required, it becomes necessary for the <br />City Council to adopt this self-perpetuating ordinance. <br />The State Building Code contains an optional chapter that cities may adopt. This chapter <br />is: <br />Chapter 1306, Special Fire Protection Systems including Option 1306.0020, Subpart 2. <br />Chapter 1306 <br />Chapter 1306 establishes additional requirements for fire sprinkler systems. The Joint <br />Powers Agreement that created the Centennial Fire District requires member cities to <br />adopt the 1306 amendment. The purpose for adopting Chapter 1306 is to provide a <br />higher degree of life safety in our buildings and to hold fire protection costs down in the <br />future. However, there is an option within 1306 that the city must choose. <br />Chapter 1306.0020 requires the adoption of either Subpart 2 or Subpart 3 which <br />determines whether or not existing buildings gets sprinkled when an addition is made. <br />Subpart 2 requires that existing buildings must be sprinkled when an addition is made. <br />Subpart 3 requires that only new buildings or additions to buildings must be sprinkled. <br />The City currently requires that existing buildings be sprinkled when an addition is made. <br />Both City Staff and Centennial Fire District recommend adopting Subpart 2. <br />RECOMMENDATIONS: <br />Staff recommends approval of Second Reading of Ordinance No. 09-07 adopting the <br />2007 Minnesota State Building Code, including the following Optional Chapter: <br />
