c. The extension of water mains will provide adequate water pressure for <br />personal use and fire protection. <br />d. Rural subdivision can demonstrate that each of the proposed lots can be <br />provided with a potable water supply. <br />5. Waste Disposal Systems. A proposed subdivision shall be served with adequate <br />waste disposal systems when: <br />a. The urban sewered subdivision is located inside the City's MUSA or is <br />consistent with the MUSA allocation criteria. <br />b. The City has sufficient MUSA and pipe capacity to serve the subdivision if <br />developed to its maximum density. <br />c. The subdivision will result in a sewer extension consistent with Lino Lakes <br />Sewer Plan and Capital Improvement Plan. <br />d. A rural subdivision can demonstrate that each lot can be served by an <br />adequate sanitary sewer disposal system. <br />e. A rural subdivision with a proposed communal sanitary sewer or water <br />system has an effective long range management and maintenance program <br />with proper financing. <br />1002-7 MUSA ALLOCATION <br />1002-7-1 MUSA Availability and Commitment <br />The City shall determine MUSA availability as part of the review of a submitted preliminary <br />plat/phasing plan. City approval of the plan shall constitute a commitment by the City to allocate <br />MUSA at the time of final plat approval according to the phasing plan. The criteria in Section 1002- <br />7-2 shall be considered in the review of the preliminary plat/phasing plan. <br />1002-7-2 MUSA Allocation Criteria <br />The following criteria shall be considered to determine if MUSA will be allocated to a preliminary <br />plat/phasing plan: <br />1.
