I hope my early departure from the meeting was not too disruptive. I was <br />able to make it to my next meeting almost on time. <br />I was hoping to find high ground or a ridge that would have provided a clear separation between the lake and <br />"non -lake" on the site. There was none that I could perceive without the aid of a level or other instrument, as <br />the topography is too flat. The question remains as to whether the flood storage compensation area is <br />physically connected to Otter Lake below the ordinary high water elevation (OHW) of 911.5'. I maintain <br />though, that the compensatory storage area was never intended to be part of the Lake. If the area is found to <br />be inadvertently connected to the main body of the lake we will need to pursue restoration of the higher <br />ground that separated the pond from the lake at the OHW. Although setbacks and buffers will benefit almost <br />all water bodies, it was not the intent of the shoreland regulations to apply the same shoreland setbacks to <br />stormwater ponds. Also, I have no interest in applying public waters rules to floodplain fill compensation <br />areas or stormwater ponds. <br />I still think it's important to complete the job of creating the originally required amount of floodplain <br />compensation. The details probably need to be approved by the Rice Creek Watershed District. <br />We also discussed the benefits of screening the ice rink with vegetation on all sides. We strongly encourage <br />screening the structure from view with native plants. <br />Thank you for the opportunity to meet regarding this project.
