been or hereafter may be covered by the regional flood. <br />Subd. 8. Flood -Proofing. "Flood -proofing" means a <br />combination of structural provisions, changes, or adjustments <br />to properties and structures subject to flooding, primarily <br />for the reduction or elimination of flood damages. <br />Subd. 9. Obstruction. "Obstruction" means any dam, wall, <br />wharf, embankment, levee, dike, pile, abutment, projection, <br />excavation, channel modification, culvert, building, wire, <br />fence, stockpile, refuse, fill, structure, or matter in, <br />along, across, or projecting into any channel, watercourse, or <br />regulatory flood plain which may impeded, retard, or change <br />the direction of the flow of water, either in itself or by <br />catching or collecting debris carried by such water. <br />Subd. 10. Regional flood. "Regional flood" means a flood <br />which is representative of large floods known to have occurred <br />generally in Minnesota and reasonably characteristic of what <br />can be expected to occur on an average frequency in the <br />magnitude of the 100 -year recurrence interval. Regional flood <br />is synonymous with the term "base flood" used in the Flood <br />Insurance Study. <br />Subd. 11. Regulatory flood protection elevation. "Regulatory <br />flood protection elevation" is an elevation no lower than one <br />foot above the elevation of the regional flood plus any <br />increases in flood elevation caused by encroachments on the <br />flood plain that result from designation of a floodway. <br />Subd. 12. Variance. A modification of the strict provisions <br />of this Ordinance as applied to a specific piece of property <br />in order to provide relief for a property owner because of <br />undue hardship imposed upon the property by this Ordinance. <br />A variance shall normally be limited to height, density and <br />yard requirements. A modification in the allowable uses <br />within a district shall not be considered a variance. <br />1103.04 Administration. <br />Subdivision 1. Zoning Administrator. The Zoning Administrator <br />shall administer and enforce this ordinance. The Zoning <br />Administrator shall review all development proposals to <br />determine whether the proposed use lies within the Flood Plain <br />Overlay District. No development shall be permitted unless it <br />complies with all provisions of this ordinance. If the Zoning <br />Administrator finds a violation of the provisions of this <br />ordinance, he shall notify the person responsible for the <br />violation in accordance with Section 1103.02, Subd.3 of this <br />ordinance. <br />Subd. 2. Permit Requirements. <br />A. Permit Required.
