ORDINANCE NO. 09 - 96 a license application for a pawnbroker, precious metal dealer or a Class A secondhand goods dealer license. 2. Class B Secondhand Goods Dealer. A Class B secondhand goods dealer license shall be issued by the City Clerk upon a positive recommendation from the Chief of Police. In the event the Chief of Police recommends denial, the application shall be submitted to the City Council for a disposition in the same manner as an application for a Class A secondhand goods dealer license. Failure of the City Clerk to grant the application or submit it to the City Council within 30 days after receipt of the application by the City Clerk shall be deemed a granting of the license. 3. Any falsification of on or material omission from a license application shall constitute good and sufficient cause to deny the application. 614.08 Expiration of License. All licenses issued under this Chapter shall expire as of midnight on December 31st of the year of issuance. 614.09 Renewal. An application for the renewal of an existing license shall be made to the City Clerk prior to the expiration date of the license and shall be made in such form as the issuing authority requires. Applications for renewal of a pawnbroker, precious metal dealer and Class A secondhand dealer licenses shall be submitted by the City Clerk to the City Council. Renewal of a Class B secondhand dealer licenses shall be granted by the City Clerk unless the City Clerk, for good and sufficient cause, determines there are grounds for denial in which case the City Clerk shall submit the renewal application to the City Council. 614.10 Conditions for Approval of License. 1. No license under this Chapter shall be issued to an applicant who is a natural person if such applicant: (A) Is a minor at the time the application is filed; (B) Has been convicted of any crime directly related to the occupation licensed as prescribed by Minnesota Statutes, Section 364.03, subd. 2, and has not shown competent evidence of sufficient rehabilitation and present fitness to perform the duties of pawnbroker, precious metals dealer, or secondhand goods dealer as prescribed by Minnesota Statutes, Section 364.03, subd. 3; (C) Is not a citizen of the United States or a resident alien; (D) Is not of good moral character or repute; or (E) Holds an intoxicating liquor license under this Code. 2. No license under this Chapter shall be issued to an applicant that is a partnership if such applicant has any general partner or managing partner who: (A) Is a minor at the time the application is filed.
