All slopes beyond this <br /> shall be 3 : 1 ratio, maximum. <br /> (b) All boulevards shall be sodded or seeded with <br /> mulch in accordance with Mn/DOT Specifications <br /> 2575, and shall include three (3) inches of <br /> acceptable topsoil of a turf growing medium to <br /> meet Mn/DOT Specification 3877. All disturbed <br /> areas beyond the boulevard shall also be <br /> sodded or seeded as above. <br /> (c) Street trees having a trunk diameter (measured <br /> 12 inches above the ground) of not less than <br /> two and one-half (2 1/2) inches shall be <br /> planted along all streets, where sufficient <br /> trees do not exist. These trees shall be <br /> placed at the property line. One tree per <br /> lot shall be required. This requirement will <br /> be satisfied and it is preferable if an <br /> equivalent number of trees of the same size <br /> are planted in a naturalistic way in the <br /> front yards of the adjoining lots. <br /> (d) Private utility placement shall occur under <br /> the established guidelines of the City of <br /> Lino Lakes. <br /> 302 . 04 Construction Start-Up Procedure <br /> Subd. 1 Engineer Required. Each new street project <br /> or street improvement shall have plans and <br /> specifications which have been prepared and <br /> signed by a Minnesota Registered Engineer. A <br /> copy of the plans and specifications shall be <br /> submitted to the city engineer or public works <br /> director and approved by the city engineer and <br /> City Council. <br /> Subd. 2 Development Contract. Prior to construction <br /> of a project by or on behalf of a developer, <br /> the developer must submit a letter of credit <br /> in the amount of 150% of the estimated <br /> construction cost or enter into a development <br /> contract. <br /> Subd. 3 Engineering Overview. The City shall be its <br /> engineering staff or the City Engineer furnish <br /> a full time project representative who shall <br /> be present during all work on street <br /> construction or improvement of streets. The <br /> developer of all new streets shall reimburse <br /> the City for all costs incurred for the <br /> overview of such project. <br /> 54 <br />
