rubbish and garbage containers shall be placed at <br /> the rear of the premises. In no event shall such <br /> containers be placed next to the street or curb, <br /> nor shall they be placed so as to interfere with <br /> use of adjoining property or cause a nuisance or <br /> annoyance to adjoining property occupants. Such <br /> containers shall be covered and contained so as to <br /> be inaccessible to insects, vermin or animals, and <br /> shall be screened so as not to be visible from eye- <br /> level height. <br /> (E) Buffer. Where a side or rear lot line in an R-4 <br /> District abuts an R-X, R-1, or R-1X, or R-2 <br /> Residential District, or public road right-of-way, <br /> a landscape buffer area not less than 20 feet in <br /> depth shall be provided along such side or rear lot <br /> line and shall contain landscaping, planting, <br /> berming or other screening suitable to provide an <br /> effective visual screen. <br /> (5) Credits and Exceptions.
