"Street" is the pavement <br />structure including subbase, gravel base, <br />bituminous pavement, and curb and gutter. <br />Subd. 5. Minor Arterial. "Minor Arterial" is a <br />street designed as Minor Arterial by the <br />appropriate State, County, or City <br />authority having jurisdiction over the <br />roadway. <br />Subd. G. Collector Street. "Collector Street" is <br />street designated as Collector Street by <br />the appropriate State, County, or City <br />authority have jurisdiction over the <br />roadway. <br />Subd. 7. Commercial/Industrial Street. <br />"Commercial" or "Industrial Street" is <br />any street designated as such by the <br />City. <br />Subd. 8. Local Street. "Local Street" is any <br />street not designated as an arterial, <br />minor arterial, collector street, <br />commercial or industrial street. <br />Subd. 9. Silt Fence. "Silt Fence" is a <br />manufactured geotextile fabric <br />appropriate for the use. <br />Subd. 10. Subbase. "Subbase" is the imported <br />material used to improve the stability <br />and/or the strength of the subgrade. <br />Subd. 11. <br />Subgrade. <br />roadbed at <br />the gravel <br />"Subgrade" is the part of the <br />the elevation of the bottom of <br />base. <br />Subd. 12. Tack -Coat. "Tack -Coat" is a light coat <br />of bituminous material applied to a <br />surface prior to placing an overlaying <br />mixture of bituminous material. <br />Subd. 13. Street Access. "Street Access" is the <br />right and ability to pass from a lot to a <br />public street without the necessity of <br />crossing private property. <br />Subd. 14. Boulevard. "Boulevard" is the area of a <br />right -of --way which is located between the <br />street and property line on each side. <br />
