No final plat shall be approved by the Council without first receiving a report signed by the City Engineer and the City Attorney certifying that the improvements and construction of the land and street together with all other necessary facilities in the plat have been completed and satisfactorily arranged in accordance with provisions of the regulations for land improvement and construction. In addition to construction on land and streets, the developer, as part of the final plat, shall install and pay for light poles, fixtures and street name signs as approved by the Council for Lino Lakes and the utility company serving the location.
