Any proposed new street shall be stripped <br />of all vegetation, trees and top soil within the street right-of-way and cut or <br />filled to subgrade elevation unless the council specifically allows a variance <br />to such requirement. <br />302.04 Sfrtefs_yeylr9_Less_Iben_Sfensiers_iflsltbs. In cases where any <br />temporary or permanent street has a width less than 60 feet, the design and <br />specifications for construction shall be considered as special. The city <br />engineer shall design such street in such a way as he deems best for the <br />contemplated use. The petitioner shall be required to enter into special <br />agreements pertaining to the construction of these streets. <br />302.05 BarflAl_MIaIntQnanQe. After a street has been completed to a <br />point where it can be used and after building permits have been issued for <br />construction of buildings on property fronting on said streets, the street shall <br />be placed on the routine maintenance list of the city. Snow plowing operations <br />will be carried on in the winter time. Occupancy permits will not be issued <br />until the binder course, as defined in Section 302.07, is in place. This shall <br />not in any way constitute final acceptance by the city and such maintenance or <br />partial acceptance of the council shall not have any effect upon agreements <br />existing between the city and the owner for further improvements on such <br />streets. <br />302.06 CQn,StrsaQfiQn_SgeQifigafiL05. The following specifications are <br />general and will apply to each and every street hereafter constructed in the <br />city. Definite and detailed specifications and plans shall be designed by the <br />city engineer for each individual project based upon its own location and <br />special features. The detailed specifications shall be in accordance with th i s <br />general outline. <br />302.07 Dusting,._Bas2_10_13Ifymin4ia_SmrfAcs. <br />Subd. 1. Resislential_Stree±5. The minimum standard for a new <br />residential street or a residential street to be improved shall be as follows. <br />Subd. 2. Base. A gravel base composed of 4" MnDOT Class 2 100% <br />crushed compacted or 5" MnDOT Class 5 compacted shall be required. Any <br />deviation from this standard will be allowed only as a function of R -Value for 7 <br />ton design loading and 400 ADT. <br />Subd. 3. BlfsaminQm;z_eayement. The bituminous pavement shall <br />consist of 2" compacted thickness of binder course conforming to the <br />requirements of MnDOT Specification 2331 and 1-1/2" compacted thickness of <br />wearing course conforming to the requirements of MnDOT Specification 2341. The <br />wearing course shall not be placed until 86% of the housing units in the <br />development are substantially completed. <br />Subd. 4. $$DIQQ.afing. Approximately two years after the placement <br />of the wearing course mixture, the developer shall place a sealcoat consisting <br />of a CRS emulsified asphalt conforming to MnDOT Specification 3151 at 0.35 <br />gallons per square yard and FA -3 aggregate conforming to MnDOT Specification <br />3137 at 35 lbs. per square yard. <br />-55- <br />
