• SECTION 6 APPOINTMENT PROCEDURE <br />All appointments in the municipal service shall be made according to merit and <br />fitness. <br />SUBD. 1. By Examination. When required by law or by the City Council, <br />merit and fitness may be ascertained by written, oral, or other examinations <br />and shall relate to those matters which will test fairly the capacity and <br />fitness of the candidate to discharge efficiently the duties of the position <br />for which such examinations are held. <br />SUBD. 2. Without Examination. In case of appointment for positions for <br />;which examinations are not required, the City Council may appoint any <br />person who appears to meet the requirements listed in the class specifications <br />and whom the City Council deems qualified to perform the duties of the <br />position. <br />• <br />• <br />
