Institutional Sign: A permanent sign or bulletin board which identifies the <br />name and other charactcristics of a public or private institution on the site <br />where the sign is located. <br />SECTION III. ADMINISTRATION AND ENFORCEMENT <br />A. Permit Required. <br />No sign shall be erected, altered, reconstructed, maintained or moved in the city <br />without first secutring a permit from the city, unless this ordinance specifically <br />states otherwise. The noncommercial speech content of the sign shall not be <br />reviewed or considered in determining whether to approve or deny a sign permit. <br />The permit owner shall be responsible for all of the requirements of this Ordinance, <br />including the liability for expense of removal and maintenance incurred by the City. <br />Sign permit fees shall be as specified in the city fee schedule. <br />B. Repairs. <br />All signs shall be maintained in good condition and the areas around them kept free <br />from debris, bushes. high weeds, and from anything else which would be an <br />eyesore or nuisance. No rotten or other unsafe sign shall be repaired or rebuilt <br />except in accordance with the provisions of this sign ordinance and upon proper <br />permit issued by the issuuing authority. <br />C.
