• <br />• <br />• <br />6. The following items shall be submitted to the City prior to issuance of a Building <br />Permit: <br />a. Revised plans based on staff comments. <br />b. An electronic PDF of the final approved plans. <br />c. Building Permit Fee as determined by the Building Official. <br />d. An as -built survey of the grading. <br />7. Regarding the overall Transportation Plan: <br />a. By-pass Lane on Birch Street <br />i. The City will coordinate with Anoka County regarding the <br />construction of a by-pass lane on Birch Street. <br />ii. The City will design and bid the by-pass lane. <br />iii. Construction will occur in 2015 which will coincide with home <br />construction. <br />b. Old Birch Street <br />i. A cul de sac on the north end of Old Birch Street will be <br />constructed in conjunction with the by-pass lane project on Birch <br />Street. <br />ii. The east -west section of Old Birch Street will be reconstructed. <br />iii. The north -south section of Old Birch Street will be reconstructed <br />in conjunction with the by-pass lane on Birch Street. <br />c. Future Fox Road and Public Utilities Connection <br />i. The City and developer will continue to work with the Comcast <br />property owner to obtain land or easement in order to extend Fox <br />Road and public utilities to Foxborough. <br />ii. This connection shall be required for Phase Two development. <br />d. Connection to Pheasant Run South -Preserve at Lino Lakes <br />i. Pheasant Run South will be extended west from the Preserve at <br />Lino Lakes to Old Birch Street in Phase One. <br />e. Trail Construction <br />i. The existing trail will be extended north from Foxborough to the <br />Saddle Club property in Phase One. <br />ii. Trail directional signs shall be installed at the connections points at <br />Blackberry Court and Pheasant Run South. <br />iii. The trail will make a full connection to Fox Road, Blackberry <br />Court and the Preserve at Lino Lakes in Phase II. <br />8. Comments/Revisions to Preliminary Plat. Sheets 5 & 6: <br />a. Under Development Data, the Net Density shall be revised to 2.63 units <br />per acre to reflect the reduced in conservation easement area. <br />b. Lot 1, Block 3 shall be revised so the retaining wall is located entirely <br />within the lot and outside of the standard drainage and utility easement. <br />9. Comments/Revisions to Landscape and Planting Plan, Sheets 1-3: <br />a. Planting schedule (symbols, quantities, common and botanical names and <br />sizes of plant materials) and Planting Detail shall be included for all tree <br />and shrub plantings. <br />b. On Sheet 3, rename schedule from "Additional Trees" to "Tree Mitigation <br />Trees". <br />
