Studenski, City Engineer <br />May 12, 2003 <br />Resolution No. 03-106, Authorizing <br />Preparation of Plans and Specifications <br />for Marshan Lane Utility Extension. <br />Simple majority <br />BACKGROUND: <br />On October 8, 2001 the City Council ordered the preparation of a feasibility <br />study, following a petition from residents, for the extension of sanitary sewer and <br />water on Marshan Lane, east of Lake Drive. The Council received the feasibility <br />study on January 14, 2002. Following a petition submitted by four of 10 <br />residents, to construct the utilities, the City held a public hearing on July 8, 2002. <br />Following the public hearing, the city received a petition against the proposed <br />improvements and the project has not moved forward. However there is still <br />interest by some of the residents for the extension of utilities. Opponents of the <br />improvements have indicated that the proposed cost of the utilities and additional <br />charges are their primary concern. <br />Staff is aware of on-site septic system issues developing along Marshan Lane <br />and believe that it is beneficial for the city, from a public health standpoint, to <br />further evaluate the extension of utilities. <br />Staff is requesting authorization to prepare plans and specification for the utility <br />extension. The completed plans will provide a more up to date and accurate <br />estimate of the project costs and allow the city to address, more accurately, the <br />possible financing scenarios. <br />RECOMMENDATION <br />Staff recommends approval of Resolution No. 03-106. <br />ATTACHMENTS <br />1.
