MEETING DATE: August 11, 2003 <br />TOPIC: Resolution 03-121 <br />Accept Easements for 64th St. Near Amelia Lake <br />VOTE REQUIRED: 3/5 <br />BACKGROUND & ANALYSIS <br />There are several existing lots of record on the north side of Amelia Lake. Two of these <br />lots are landlocked, one borders on Centerville Road. The owner of the lots would like to <br />construct a new road to provide access and full frontage on a public road. He is <br />proposing to dedicate and easement for the roadway to the City and construct a road to <br />City standards. This then would be a public road. A separate easement for a stormwater <br />pond and drainage is also proposed. <br />• Creating a public roadway is better than creating a new driveway that serves the lots, for <br />several reasons: <br />1. Lino Lakes requires full lot frontage on a public road for new lots. These lots exist <br />already, but the owner has chosen to address access as if they are new lots. The new <br />road will provide a better access to the lots than a shared driveway. <br />2. A public road access to Centerville Rd. is safer than a driveway, which is smaller and <br />more difficult to see. The sight lines can be ensured by keeping the rights of way <br />clear. <br />3. It provides for the opportunity to connect two collector streets in the long range <br />future. The Lino Lakes Transportation Plan includes a connection between <br />Centerville Rd. (County State Aid Highway 21) and 21st Ave. (Co. Rd. 54). The <br />proposed new street provides for the possibility of constructing that connection. If or <br />when, in the future, there is a need for such a connection, the street could be extended <br />to the east. Creating the proposed piece does not commit the City to construct the rest <br />of the road. <br />4. It also allows for the possibility of a southern access to the City property acquired for <br />an athletic complex. If the athletic complex does not occur, access to the property <br />will be important to allow for any other use. <br />
