MEETING DATE: September 8, 2003 <br /> TOPIC: First Reading, Ordinance No. 18-03: <br /> -Rezoning From R-1 to R-2 <br /> Resolution No. 03-141, <br /> -Preliminary Plat and <br /> -Variances for Lot Depth, Lot Width, Lot Area <br /> Crystal Cove (Outlot B, Highland Meadows East) <br /> North Suburban Development, Inc. <br /> BACKGROUND <br /> The site was platted as Outlot B when the Highland Meadow East plat was approved in 1999. <br /> The parcel of 0.64 acre is located at the southwest corner of Lake Drive and 79t' Street. The <br /> application involves the rezoning of part of the outlot and a preliminary plat that covers the entire <br /> outlot. The plat would create three lots: one lot for a single family detached home, and two lots <br /> that accommodate a two-family attached structure (duplex). The rezoning applies to the two <br /> duplex lots. The extremely irregular shape of the property creates a number of constraints that <br /> affect the ability to meet several minimum requirements regarding lot dimensions and area. <br /> To accommodate the development proposal, the following approvals are necessary: <br /> 1. Rezoning of the east side of the site from R-1 to R-2. <br /> 2. Preliminary Plat, including <br /> 3. Variances for lot depth and width. <br /> ANALYSIS <br /> Comprehensive Plan,Land Use, Zoning <br /> The following is a summary of the of the proposal: <br /> Gross Site Area 0.64 acres <br /> Upland Area 0.64 acres <br /> Total Lots 3 <br /> Net Density 4.7 units/acre <br /> The site is within the existing MUSA. The site is guided for Medium Density Residential, at 3-6 <br /> units per acre. The proposal complies with this density. <br />
