Lino Lakes Public Services Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982-2440 Fax (651) 982-2439 <br />www.ci.lino-lakes.mn.us <br />August 5, 2003 <br />TO: Jeff Smyser, City Planner <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT: Park Board Review of Bruggeman Properties Preliminary Plat <br />The Bruggeman Properties Preliminary Plat was discussed at the July 7, 2003 and August 4, <br />2003 Park Board Meetings. <br />A motion was made by Mr. Bill Kusterman, "to recommend to the City Council that the <br />proposed recreation area remain private with an undetermined percentage of credit given for <br />development of the park area and trails to be determined by the City Council." Ms. Katie Boyle <br />seconded the motion and the motion passed 3-1 with Mr. Paul Montain voting nay. <br />Subdivision VI of the current Park Dedication Ordinance states, "Where private open space for <br />park and recreation purposes is provided in a proposed subdivision, such areas may be used for <br />credit, at the discretion of the City Council, against the land for cash dedication requirement for <br />park and recreation purposes, provided the City Council finds it is in the public interest to do so." <br />There seems to be a consensus among the Park Board Members that some credit should be given <br />to the developer for providing the private recreation area and concrete sidewalks in Phases 1 — 3. <br />However, the proposed percentage varied from as much as 100 percent credit to as little as 40 <br />percent credit. Since the purpose of the Park Dedication Fund is to provide recreational and <br />leisure opportunities for residents of Lino Lakes, designating the recreation area as private made <br />some Park Board Members uncomfortable with giving full credit. Future residents in the <br />Bruggeman Properties Development could use the private recreation area as well as the City's <br />parks and trail system. However, the rest of Lino Lakes' residents would not be afforded the <br />opportunity to utilize the private park area. <br />Assuming the Planning and Zoning Board and City Council are comfortable with the proposed <br />sidewalks and trails, I suggest that the developer not be responsible for construction of the 8' <br />wide bituminous trails along Hodgson Road and Birch Street. It would make more sense to <br />construct the trails during the road improvement process of Hodgson Road and Birch Street. A <br />portion of the cash dedication for this development could be designated for the trails along <br />Hodgson Road and Birch Street (approximately $35,000). <br />I have attached a copy of the cost estimate for the proposed recreation area improvements <br />received from Bruggeman Properties dated July 25, 2003.
