• <br />February 4, 2003 <br />A Best Management plan should be required for development and post <br />development agreement. This plan should address soil and toe protection <br />during development, and site keeping after development. Site keeping after <br />development should include parking area sweeping, Iitter pick-up, storage of <br />any hazardous rnaterials, turf and native -area maintenance plans, and pond <br />maintenance. <br />All topsoil on the site should remain on the site. Any intention to import solis, <br />must have the approval of the City, and be submitted to RCWD for review of <br />surface water infiltration rate changes <br />Livina Waters Lutheran Church: <br />Since 1993 (the time The church was built), the Environmental Board has consistently <br />asked new surface water management features to buffer watershed features. The Area to <br />the North is designated as a High -Priority Protection Area in the Lino Lakes Handbook for <br />Conservation Design. Soils in ths area are aandy, and pervious. If an infiltration train were <br />designed into the site plan, there appears to be enough seration between the OHW and a <br />designed rainpond/swail area. The ram pondpond area must be in an area where the Seasonafly <br />high water table is at least 3 feet from the bottom of the pond. Please refer to (Attachment <br />8). The seasonafly high ground -water level should be verified. Peak flow analysis indicates <br />a.23 cfs increase in water volume flow in a two year event, a .32 cfs increase in water <br />volume flow in a 10 year event, and a .36 increase in water volume flow for a 100 year <br />event for the entire site. The basin should be designed if possible to accommodate this <br />extra surface water volume, if not for the entire site. Additiona ponding is shown in the turf <br />areas. No surface -water analysis inforrnation is avaUable at this time. <br />The soil areas around proposed remaining pervious areas should be protected from <br />compaction during construction. A buffer of native plants incorporated into edges and a <br />surface -water -treatment -train should be planted. Ground story materials should be native in <br />the ponding and drainage areas. A1I proposed sod areas should have at Ieast 4 inches of <br />topsoil tilled thoroughly into the subsoil as deep as possible. <br />Adetai\wd|ondacapep|anmhouidindiosdomnorefounda1ion plants. A few oak trees shoud <br />be plantedirdotheourfonmvmuartreetnnentareaa. Suggest changing the Sugar maples to a <br />variety of Red maple or oak. <br />Aithough there is no proposed lighting fortbe added space on the church, the possibility <br />exists that there may be a need to light the building in the future. If this should happen, than <br />the lighting shoud be down ward focused, no -spill type lighting. <br />3 <br />
