Preliminary calculations for the traffic from the <br />business park were utilized in the Environmental Assessment Worksheet (EAW). <br />The development consists of 265,000 square feet of light manufacturing and warehouse. The <br />business park also includes three outlots on 16.3 acres. For the purpose of the EAW, a full build- <br />out condition for maximum development each of the outlot parcels could support was identified. <br />Outlot A had a conceptual building of 38,400 square feet with light manufacturing, office and retail <br />sales. Outlot B had an office building of 28,800 square feet. Outlot C had a building of 34,000 <br />square feet for light manufacturing with an upper office of an additional 10,000 square feet. <br />Using those development concepts for the outlots and the 265,000 square foot facility for the <br />Stage 1 proposal, trip generation for the site was calculated. General trip rate information from the <br />Institute of Transportation Engineers Trip Generation Handbook was utilized and modified to <br />reflect the traffic characteristics of the area. For the purposes of this traffic study, the maximum <br />developmentthat could be supported on each of the outlots as identified in the EAW was utilized. <br />No trip reduction was made for interaction between various land uses within the business park. <br />There was also no reduction in assessing impact of traffic on Lake Drive due to "pass -by trips," <br />which occur when an existing motorist on Lake Drive becomes one of the trips to and from the site. <br />Based on the characteristics in traffic cited above, the site will generate 284 vehicle trips in the PM <br />Peak Hour. There will be 65 inbound vehicles and 219 outbound vehicles. One hundred forty-two <br />(142) of the exiting vehicles will turn left to travel northeast on Lake Drive. Seventy-seven (77) <br />will turn right and travel southwest on Lake Drive. From Mn/DOT Traffic Volume Maps, average <br />daily traffic on Lake Drive near Elm Street is 10,000 vehicles per day. It is estimated that there are <br />800 vehicles on Lake Drive in the PM Peak Hour with approximately 60 percent northbound. <br />Vehicles turning right out of the development will have little problem finding gaps in the traffic. At <br />an average rate of more than one vehicle per minute, the gaps should be adequate. Vehicles turning <br />left will find some delays, depending on the rate of release from the various land uses on the site. <br />The average will be approximately five vehicles every two minutes turning left. With the traffic <br />signal at Elm Street, there should be gaps in northbound traffic to accommodate these vehicles. <br />Short Elliott Hendrickson Inc.
