Studenski, City Engineer <br />COUNCIL MEETING DATE: October 27, 2003 <br />TOPIC: Resolution No. 03-174, Adopting Proposed Assessment Roll, 21' Avenue <br />Street & Storm Sewer Improvement Project <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND: <br />On October 13, 2003, the City Council held the Public Hearing for the proposed <br />assessments for the 21st Avenue Street & Storm Sewer Improvement project. The Public <br />Hearing was closed on October 13, 2003 <br />Summaries of the project costs and revised assessments are attached. Project costs <br />projected in the feasibility report were $494,782.00. We were able to use existing <br />ponding areas within the City of Centerville, which reduced costs for the project. The <br />total amount to be assessed for the project is $360,000.00. The cost split between the <br />two cities is $120,000.00 for the City of Centerville and $240,000.00 for the City of Lino <br />Lakes. <br />This project includes the reconstruction of existing portions of 21st Avenue and Northern <br />Lights Boulevard. The benefiting properties are proposed to be assessed for 100% of <br />the storm sewer costs and 60% of the street costs as defined in the Public Improvement <br />Financing Policy. The total cost to be assessed is $135,074.02. This results in a <br />proposed cost of $104,925.98 for the City of Lino Lakes. <br />OPTIONS: <br />1. Adopt Resolution 03-174, Adopting Proposed Assessment Roll for the 21St Avenue <br />Street & Storm Sewer Improvement Project. <br />2. Not Adopt Resolution No. 03-174. <br />3. Return to staff for further review. <br />RECOMMENDATION: <br />Option No. 1 - Staff recommends that Resolution No. 03-174 be adopted. <br />
